Tim McIlvain is the Director of one of the six regional technology centers established by the Illinois State Board of Education that provide Illinois school districts with technical support, technology-related professional development, and technology planning and consulting services. Learning Technology Center 4 supports 117 school districts in 18 counties throughout east-central Illinois.

In his capacity as Director, Tim is also the program supervisor of the Illinois Learning Technology Purchase Program (ILTPP), a statewide consortium the combines the purchasing power of school districts to offer aggressive pricing on technology hardware, software, and services. He is on the Governing Board of the Illinois Computing Educators (ICE), the Illinois chapter of ISTE; a committee member of the Illinois Education and Technology Conference (IETC); and the co-chair of TECH 2016, an annual event at the state capitol that showcases students’ uses of technology and raises awareness of the transformational role technology plays in education.

Tim is a frequent presenter on educational technology topics and is a National Board Certified Teacher (NBCT), Certified Education Technology Leader (CETL), Google Trainer, Google App Certified Administrator, and Google Educator. Prior to his role as Director, Tim was a teacher, project manager, and web developer. He has a Masters of Information Science from Indiana University and is pursuing a Masters of Educational Administration and Leadership from the University of Illinois.

2014 - Present

Learning Technology Center 4

Champaign-Ford Regional Office of Education, Champaign, IL

  • Facilitated and/or presented at over 150 local and statewide workshops, conferences, and online trainings focused on technology infrastructure, classroom technology integration, and state initiatives
  • Provided technical and consultative support to districts, including PARCC preparation and administration, 1:1 initiatives, e-rate applications, broadband and Wi-Fi, data security and disaster recovery, Illinois Report Card/MyIRC, Future Ready, and GoOpen
  • Directed LTC operations and staff, including strategic planning, budget management, and employee supervision and evaluation
  • Managed ILTPP, a statewide technology consortium that negotiates prices with vendors for technology software, devices, and services on behalf of all K-12 districts in Illinois; increased members from 200 school districts to 750 districts
  • Created and nurtured partnerships with educational organizations, including districts, ISBE, LTCs, ROEs, IARSS, ICE, and IETL
